### REPORT PARAMETERS

**Title:** Reliance Pathways & FSC/CGF Requirements for Medical Devices
**Subtitle:** Medical Device Registration Intelligence · 124 Countries · V.9 · [Month Year]
**File name:** `Reliance Pathway Report for Medical Devices_V.9.pdf`
**Format:** A4 Portrait, multi-page branded PDF using the RegDesk standard template

### THREE QUESTIONS TO ANSWER PER COUNTRY

For each country, research and answer the following three questions:

**Q1 — Does a reliance pathway exist?**
Answer: YES / NO / PARTIAL / GAP
- YES = an official, published reliance framework exists for medical devices
- PARTIAL = a reliance mechanism exists but is informal, limited in scope, or device class-specific
- NO = the country explicitly requires full independent registration (no reliance accepted)
- GAP = insufficient public data to determine; further research required

**Q2 — Description of the reliance pathway**
Provide a concise but complete description of:
- Which foreign approvals/registrations are recognized (e.g. FDA 510k/PMA, CE mark MDR, TGA, Health Canada, MHLW, etc.)
- Which device classes are eligible
- What the abridged pathway entails (e.g. reduced dossier, expedited review, direct recognition)
- Any key conditions or limitations

**Q3 — Is a Certificate of Free Sale (FSC) or Certificate of Good Manufacturing Practice (CGF/CGMP) required?**
Answer: YES / NO / PARTIAL / GAP
- Include specific notes: which certificate type, from which authority, any legalization/notarization requirements (Apostille, embassy stamp, TECO), validity period, and whether it substitutes or supplements other requirements.

---

### RESEARCH SOURCES (USE IN ORDER)

1. **RegDesk MCP backend** — query `search_regulations` (regulation_type=device) for each country first. Extract relevant content from CommonRegulations, Importation, and Registration sections.
2. **Official regulatory authority websites** — supplement or fill gaps using the country's primary medical device authority. Cite the specific page/document/article used.
3. **IMDRF country reports** — cross-reference where applicable.

Flag each answer as: **Confirmed (MCP)** / **Confirmed (official source)** / **Partial** / **Gap**

### NOTES FROM PREVIOUS VERSIONS

- **Argentina:** ANMAT reliance is bilateral with Brazil only (for medical devices). The general "recognized foreign authorities" list applies only to pharmaceuticals — NOT medical devices.
- **Brazil:** Recognized ERAs are IMDRF founder countries. Mexico (COFEPRIS) is NOT a recognized ERA for Brazil.
- **China:** Standard pathway = full NMPA registration. Exception: IVD Green Channel for Malaysia (July 2025).
- **Switzerland:** CE mark alone is sufficient — no official reliance document published by Swissmedic.
- **UK:** IRP framework launched 2025; CE mark transitional to 2028–2030; FSC required for EXPORTS only (not imports).
- **Taiwan:** FSC must be within 2 years, TECO notarization required (except USA/Canada/Australia).
- **EU member states** (Germany, France, Italy, Spain, etc.): these all follow EU MDR/IVDR. The reliance pathway question should be answered at the EU level, with country-specific notes only where national agencies add requirements (e.g. notified body country, national language labeling).
